It's a little more complicated than this. The headers should not be stripped if
they are not the standard Apache licence. That is if a widget definition
includes a snippet that is under a different licence that licence should be
included, either in the body (where inserted) or it should be appended to the
header. Personally I think it should be included at the point of insertion with
a comment being added before and after the snippet to mark the start and end of
the snippet content.
