Add DELETE and PUT to /widget API

As part of moving from the web interface to API-based interface (see
WOOKIE-262) we need to make sure everything that was previously possible
through the UI can be done via REST API. Currently it is not possible to delete
a widget via API and so we need to add this. While we're at it we may as well
complete the set of REST verbs by adding PUT to update a widget also.
