In IE 7 & IE 8 the action list appears below the actions, even though on a
desktop browser there is sufficient resolution for them to appear on the right .
This is almost certainly lack of support for CSS media queries. it would
required the default layout to suit these browsers and not break others. As
these are old version we can ignore.
Notes: testing on IE 7 & 8 was done using the Microsoft XP VM available for the
purpose
