What I dont understand is, Some countries in Africa have huge underwater reservoirs that need to be drilled.

Water borne illness is the number one reason people are dying around the globe, a vaccine for water-borne illness is not the answer. Clean water IS available for all, They just need the equipment to drill for that clean fresh water.
