One for wealthy urban areas and a different one for poor rural areas. Secondly because it relies onto two different concepts of medicine. The traditional Chinese medicine, rather preemptive and "soft", and the modern medicine used rather for "hard" treatments. The scientific way to integrate both concepts is still a challenge that is under study in universities, think tanks, research institutions and governmental agencies. Thirdly because its size. Rural China is 700 millions, urban China is above 400 millions. And mixed areas are even more complex. Forthly because lack of professionals. To "manufacture" a doctor or a physician takes 25 years, to "manufacture" a professor who can produce future professionals requires 50 years. Even the model was not decided. Few weeks ago, the central government decided to choose the Cuban model for the Chinese medical system (not for the whole healthcare system). Finally, because once healthcare starts to work properly, demand of health services also raises. That is excellent, it means that it works, but also it is a new challenge.
