Nope -- I do not agree at all.

Obama is saying that what they did was shameful.  He had no control
over how they spent their Tarp I money.

It was deal worked out by the Bush Administration.  Recall that
Paulsen brought a 3 page piece of paper to Congress asking for $750
billion dollars over which he would administer all funds and with a
blank check.

The Democratic Congress backed him -- the republicans did not.  They
attached a few provisions, transparency and demands for lending,
neither of which were followed.

And now they are spending the remaining funds in bonuses.  There is
nothing that Obama can do but try to shame them since Paulsen didn't
try to force them to follow the rules, and since transparency is only
available to us when a few brave people buck the system.

Things will be different now.  They won't be given money again without
strict guidelines and punishments attached if they can't do their
jobs.

It's disgraceful that grown men of Industry -- republicans all -- must
be told that spending taxpayer money on bonuses is the wrong thing to
do.
