This is a font problem. Dejavu, indeed does not support farsi, but
ttf-farsiweb (as is called in Debian), does.

For more languages and the fonts that can be used, one can look at the tables
at http://wiki.debian.org/DebianInstaller/GUIFonts.

The tables on that page are the ones that indicate the fonts used in the
Graphical Debian Installer which benefited from a lot of input from Asian
people, most (if not all) of which had an interest in a Debian based project
targeted at local speakers; so the fonts chosen there should be complete
enough for the languages they are listed at, and also they are free (in a
Debian Free Software Guidelines definition of free).
