Follow-up Comment #2, bug #16074 (project wormux):

This is because use_unit_on_first_shoot = false for those weapons, and the
team's ammo count isn't decreased immediately.

The test you saw tries to do this check instead of "has been shot or is being
shot". Fixing that makes more sense imo.
