I started looking into Widget Plugins at:

I downloaded a widgets.zip file which supposedly has the files for doing
Sidebar Widgets with a server install of WP. But all the *.js files (ie.
scriptaculous.js, etc.) files are missing from the zip.

I've been googling for an answer but haven't found one yet.

Can anyone shed any light?

I don't know if it'll work right now (I installed Widgets almost a year
ago), but try downloading script.aculo.us in
http://script.aculo.us/downloads and follow the instructions in "How do I
install it" on http://automattic.com/code/widgets/use/.
