I've started moving the API documentation over. There was already a document here: http://codex.wordpress.org/Plugins/WordPress_Widgets_Api Which I've modified heavily and created a bunch of sub-pages off of. Everything from here: http://automattic.com/code/widgets/api/ has been copied over.
