I imagine that would be an easy enough part. The last remaining compatibility pages could have such a message placed on them. Potentially even a final 2.9 set of pages could be created (without theme link content), have a message on them to look at the admin pages for compatibility info, and then be protected (or not, whichever).

Of course that message would need to wait for the implementation of the feature, but the pages (meanwhile) could point people to the admin interface in order to find compatible themes (as, for the most part, such themes are kept compatible I suspect.)
