One ticket left before release relates to users enabling the network
(turning on multisite) and not being able to login. If the user clears their
cache AND their cookies, then all is well.

This ticket is marked as needs-codex so we can document this somewhere for
the few who have been encountering this. It's sporadic, happening every once
in a while.

Any ideas on where to make mention?
