We have a to do list http://wpdocsteam.wordpress.com/ and anyone can jump in and take responsibility for whatever. If you monitor the http://codex.wordpress.org/Special:RecentChanges pages, you can see when someone's started a document on a subject recently.
We rarely have that problem. That's why we've wanted an official P2 site and made do with our little task list site. So shout. What do you want?
