"Function runtime usage" is probably an overly technical name for what I'm
talking about. A lot of WP functions can only be used (or should be) after
specific hooks fire. Some examples include wp_enqueue_script and any
function defined in the admin/ folder.

The style for referencing this on the wp_enqueue_script Codex page is to
put it in bold text in the description. Perhaps there could be a more
standard subsection to look to for a comment regarding the runtime usage?
With a nicer name than function runtime usage.
