New help tabs for the Themes section have been submitted in a patch to Trac #20515 (http://core.trac.wordpress.org/ticket/20515). I didn't know where to attach them, so I just created a new ticket and copied Jane and Koop on it. Minor revisions to existing tabs, some cosmetic code cleanup and then two new tabs - one for the Manage Themes and one for the Install Themes page.
Logged a number of bug reports as well, while I was putting it through its paces. I hope I'm doing this right. If there's a better process, someone please reach out and let me know! I'll be putting together the updated text for the About WordPress admin screen and was hoping I might find a volunteer or two to whip up some help tab patches this weekend to get the help tabs caught up with some of the new features. Off the top of my head, flex headers, the previewer/customizer, and html in captions need to be added (also to Codex).
