A new page was created recently http://codex.wordpress.org/Free/Open_Source_Theme_Frameworks
I'm fairly unsure about this. We've taken a firm line on linking off to plugins and such from the Codex because of the inbuilt browsers.
I'm somewhat concerned that this page is going to be yet another list of external links, with people cramming it full of their own pages for SEO.
