Wordpress Hebrew (listed on the Codex) now has a website I started: http://www.wphebrew.net. It's a place concentrating everyone's efforts in the Hebrew WP community including themes (still in the works), translated plugins and a support forum.
I think it's time I get a user on the Codex and update that myself ;)

I have noticed a few new languages coming in for WordPress and it's so
exciting. However, please help all of us by providing information on the
languages you support and have added to the WordPress translation files
by adding or updating the information on the WordPress Codex
http://codex.wordpress.org/WordPress_in_Your_Language page.
If you are adding a new language to the list, you can edit the page and
follow the example layouts used for the other languages and if you mess
up, the Codex documentation volunteers will fix it. If you know of a
site that offers documentation and support for WordPress in those
languages, please add it to the lits. This is one of the first places
many people come to find WordPress versions in their language, and an
important page that is translated into other languages, so we'd like to
keep this updated.
Thank you and thank you for your hard work in spreading WordPress fun
around the world.

I tried out poedit and it is surprisingly easy to use. I just pointed it to
the theme folder I wanted to translate (there was no potfile), set the
keywords (__, _e) and a minute later I could start to translate. The theme I
use (Sandbox) is now translated (partially) in Dutch (

file, but strings in theme files aren't enclosed in __() or _e(). So I
attempted to do it myself, resulting in being stuck with these kind of
strings:
<h2 class="title">Archive for <?php the_time('F jS, Y'); ?></h2>
I know it should be something like this:
<?php echo sprintf(__('Comments in moderation (%s)'),
number_format($numcomments) ); ?>
But could someone help me in this particular case? (the one above)

function withour echoing it, the _e() echoes the translated text
directly.

passed back to the_time function, then it will became:

If you use the sintax of your example for theme and plugin gettext
will search translation in the ,mo file of WP, if you specify at the
start of your theme/plugin
load_plugin_textdomain('plugin/theme_name_domain',[$path =
'path_to_plugin/theme_dir'])
and you will use the text_domain in the __ and _e fuctions the
translation will be searched in the specified textdomain file
Example
You have a plugin named FancyPlugin, that's in a subfolder in the
plugin directory (named fancyplugin) you will have a line:
load_plugin_textdomain('FancyPlugin',$path =
'wp-content/plugins/fancyplugin')
all the __() and _e() function will have the format:
__('text to translate', 'FancyPlugin')
This way the gettext will search the translation in
FancyPlugin-xx_XX.mo files where xx_XX is the language code (ex: it_IT
for italian)

The _() and e() functions can take one or two arguments. The first one
is the text to be translated, the second one is the 'domain'.
Translations for Wordpress itself use the default domain, plugins and
themes should use their own domain to keep things seperate. If your
theme is called 'sometheme' then the function calls will look like this:
_e('...sometext...', 'sometheme')
This way different themes/plugins can have their own translation of a
certain string, which prevents possible name clashes. If you follow this
pattern you can just drop your mo file in the plugin/theme directory. If
I'm not mistaken it should be named themename_locale.mo.
