First of all, you can set the format in the dashboard. That's easy, accessible, and flexible. If you want a short notation you can set that, if you want a long one you can set that too. For a new user it can be irritating to change the format in the dashboard options panel, and nothing changes. That's a big usability error. Secondly, if the length of a date upsets a theme, it isn't designed properly. With the current trend on websites to use smaller and smaller fonts I have my browser displaying fonts a bit larger. For that reason, the best way is to use the WordPress setting, which can be displayed with a simple "<?php the_date();?>". Then again, most theme authors don't even bother about gettext'ing their themes, which should be a bigger concern.
