14 days seems like quite a bit. I did the translation of the new strings in about an hour or so yesterday. Furthermore, the point of Nikolay's POT update is exactly that we can then translate while new versions are in the work - and thereby be ready shortly after any version goes public. A two day warning or so might be a good idea, but I sincerely doubt that the developers will hold on to a working English version for 14 days to please the - comparably - few internationalised versions out there. And I think it would be wrong of them to do so. A new version is made for a reason - often stability or security - and hence I think it should be released as soon as it's done.
