http://trac.wordpress.org/ticket/3517 seems to have good context, but it is not an area that I have strong technical knowledge. I am about smart enough to read http://www.joelonsoftware.com/articles/Unicode.html , but that is about it. Does someone on these lists have the expertise to make these problems history?
