How to get such a local site?
1. Choose a sub-domain, similar to your locale or language.
ru.wordpress.org
2. Give us your locale code (e.g. bg_BG)
ru_RU
3. Choose site administrators and tell us their WordPres.org Forums
usernames.

4. Make sure your svn repository conforms to the repository file structure.
For now the automated packaging system doesn't support encodings, other
than utf-8.

5. Translate the theme-specific pot file
(http://en.wordpress.org/languages/rosetta/rosetta.pot).
In progress... for few hours.
6. Make a screenshot of the localized version, 246x145px. For inspiration,
you can use those on wordpress.org.
Done!
7. Send the collected information to the wp-polyglots mailing list
