You haven't released 2.5.1 through the build system (Manage -> eo Translations), but just linked to it on the main page. The message on the download page is shown *only* if you have released localized latest version of WordPress. In your case -- there isn't a formal 2.5.1 release in Esperanto, but there is one in Korean, so it is shown.
