So what you are saying is that if there is no local site at
xx.wordpress.org the auto update wont work for local files?

Second -- 2.7 will have an important new feature -- automatic
upgrades. The good thing about it is that it will work for localized
versions too, The caveat is that you'll have to have the latest
version released on your local site, in order to the upgrade to work.
So, if you are releasing the versions on other site only, or you still
don't have a local site -- hurry up and fill in the gaps:
