WP releases have never worked like this, partly because it is too
impractical, and that not all locales are up-to-date on the day a new
version comes.
So it's more of a case of "ok, wp is released, time for me to check my
translation against the latest POT, svn it up, and build the package".
Depending on the locale (and its admins willingness to come first :)
), this can take from an hour up to...many weeks.

For instance, the fr_FR translation was ready for prime time some time
ago, and kept regularly updated this past week. I've just updated one
last time and checked everything to make sure it works and installs
correctly...

...but I'm going to wait until next morning and a few more opinions
than my own, so as to make sure I didn't inadvertently (almost 3am,
back from party, yadda yadda...) screw up anything (or that users my
think of a better translation for some of 2.9's new strings).

Anyway, WP2.9 is now out and public, so there's really no point
discussing synchronized release anymore :)
