When you try to build a local package the source of the theme translation is explained (and changes dynamically depending on your choices) in the Translation of default theme section. For the impatient, here is a breakdown of the choices: If you are building pre 3.0 the kubrick i18n-ed version is used and the translation is pulled from messages/kubrick/<locale>.po in the corresponding locale branch. If you are building trunk using GlotPress, theme translation is pulled from the Twenty Ten sub-project on translate.wordpress.org. If you are building trunk using the subversion repository, theme translation is pulled from messages/twentyten/<locale>.po in the corresponding locale branch.
