Just to note ... I don't think Shelby was proposing binding the tab key, just that there should be a similar function that doesn't utilize blockquote.
For the record, I'd be totally against binding tab to a function within the WYSIWYG. I use tab to navigate forms/sites way too often to have WP mess me up.
