I too tried UTW yesterday and it behaves exactly as you describe below. In fact, I rather thought it was the most elegantly constructed plugin I have come across.

Ultimate tag warrior, but it was overly complex and didn't make sense.
I think tagging functionality can be implemented in a more simple and
effective manner if it was in the core.

So are you also saying that categories should be opened up in that you
would not be required to classify a post under a given category?

If WP were to go the "turn it on or off" route, that'd make sense.
In fact, it would have to be that way if there were the ability to
turn off categorization.

I still wonder, though, if there's enough widespread interest in
categories and tagging together to justify adding the functionality.
It'd be handy for some of us, but enough to justify the work?
