If the directory isn't writable it degrades perfectly to the old behaviour so there shouldn't be any questions about it unless people consciously want to turn "on" the cache, in which case they can be pointed to instructions for making directories writable. There's no reason to have anything in the admin about it because it's not an error (like not being able to upload).
