Well, I've reopened http://trac.wordpress.org/ticket/1976 a couple of times, but it keeps getting closed as "Should be fixed in 1.12" and "Pretty sure this is fixed"
I hate to keep reopening it, but perhaps it is just my installation (on IIS 5.0 with PHP ISAPI 4.4.1) Has anyone else running my install platform with a WP API have Akismet working?
