[wp-testers] Error: You do not have sufficient permissions to access this page.

I have been looking for a solution to this problem, I have downloaded
fresh installs, "upgraded", uncommented code and so on and so forth,
pretty much everything that has been said to remedy the problem.  Yet
I still end up with "You do not have sufficient permissions to access
this page."  Is there another fix other then the one's on the support
site that others have gotten to work?
