From a user-perspective I'm in favour of a list that has the "common name"
of the plugin that's in alphabetical order. It might be nice to have the option to sort by load date or something, but I think that the vast majority of WP users would likely never use this functionality. Perhaps it needs to be part of a set of troubleshooting plugins that are designed to sort out issues.
