It will be different depending upon how you backed up your files and your
database. There's not really a way to unmerge your categories to exactly
what you had before. So, there's no process that can restore you to exactly
what you had before without backups, AFAIK.

When will the blogroll function again? (WP 2.1)

with backups, you would
1) delete your wordpress files on the server
2) follow mark's tutorial on reimporting your old database:
http://www.tamba2.org.uk/wordpress/restore/

3) re-upload your old files.
4) pretend like nothing ever happened.

Good suggestion. It makes sense and you put your case well. I can't think
of any way that someone might be using the login that would be affected by
this... And wpurl is the right choice over siteurl.

Simple... Restore your backup files and MySQL database.

You did back everything up, didn't you?

I installed WP2.1 and it made my site unusable, so I quickly rolled
back. I'll wait a bit -- until some of the plugins I use are updated, at
least -- to make the leap to 2.1.

Can someone tell what would be the "degrade" procedure after
a 2.1 upgrade ?

Of course i have my backups, the lastest one just before the 2.1 upgrading!

Having this what is exactly the way to roll from here?

Isn't this just a matter of adjusting a hard coded category ID in your theme
to pull from the new category? If you lookup in PHP Admin which category is
called blog roll, that's the number you put into your theme. Or is the
matter more difficult than that?
