Where does Wordpress get it's UTC time from. Since, after the daylight

server it's on, then it should be correct, since the server I'm on was
patched with the time change. Or is it taken from PHP, that somehow the set
server time doesn't matter?

WordPress get's it UTC time from the Server.

However, WordPress doesn't handle Daylight Saving, instead it currently allows you to specify your offset from UTC in the options and uses that to enable it to display post timestamps in your timezone.

For relavent open and closed trac tickets that discuss this (and options for adding daylight saving support to WordPress - core or plugin) see http://trac.wordpress.org/search?q=Daylight&noquickjump=1&ticket=on
