Not to mention that with a list somewhere else where everybody adds to it, would mean that maybe someone posted something at someone's elses Blog, and the owner of that blog considered it SPAM, and blocked their IP, then they wouldn't be able to get onto your site/comment on it. So, innocent people that posted something that seemed like SPAM on someone else's Blog (and they banned their IP), then they wouldn't be able to use your Blog.
