Face it, Not *all* plugin authors are going to grab 2.3 betas straight
away, And for users it'd be great o be able to glance at a list of
plugins(And versions) which are known NOT to work?

Instead of making lists, wouldn't it be best to help plugin authors by testing then report the results back to them and encourage them to update their records in the WordPress Plugins Directory? The directory has a field for what version of WordPress a plugin is compatible up to.
