I had this issue on 2.3-beta1. I haven't tried deleting Categories on
2.3-beta2 yet. But I can confirm that this did happen though. I had
even deleted ALL of the posts that were assigned to THAT specific
Category, and then removed that Category they were assigned to, and
other (numbered) Categories were automatically created. I had to
delete those Categories a few times before they actually stayed
Deleted. *sigh*...
