RC1 is the same as Beta1 except for a change to wp-mail.php to fix
#5169.

Two things:
1. I fixed the cPanel/Apache update thing I reported to you
previously. Their fault in not saving default configs properly, but it
took lots of nailing down to set up a working setup.
2. SInce there's not much to do with WP 2.3.1, does this mean an
earlier-than-expected release of the final version?
