Since the last beta, there were more changes to how DB errors are
displayed during install, some capability checks were added to xmlrpc
and APP to prevent leaking information, and wp-mail.php got some extra
sanitization.
Install and upgrade needs a run through, and XMLRC needs a thorough
exercising.

It seems to run OK.
Subjectively, Ryan, it seems as if the Dashboard comes up faster in
our installations since we went to the 2.3.2 betas and then RC. Am I
imagining things?
