I just updated SVN to HEAD and then added 16 random files, mainly
images, to my media.
Going to manage media, I can confirm that I have this issue. (The
second page begins with the last 5 from the first page)

I'm using revision 6979.
When you viewing your media library through the manage media tab in
your
dashboard, the paging is broken. The first page shows 15 items then
the
second page shows the first 5 from the first page then the third
page shows
the next 5 from the first page, then the fourth page shows the last
5 from
the first page.
