This is an interesting discussion, because this is exactly the goal of testing. Demostrated that an issue isn't a user error, through multiple reports of the issue (secondary evidence), or even better by providng the environment information and steps to reproduce the issue.
I haven't been able to identify a way (yet) that the stale zip issue could be with our installation of Trac. Here is one possilbe scenario where the software wouldn't have caused the issue and that doesn't require you having it previously downloaded on that computer: 1. At http://trac.wordpress.org/browser/trunk 1. Clicked Revision Log, result http://trac.wordpress.org/log/trunk 2. Clicked @7135, or otherwise explored through commits or revisions of files, result http://trac.wordpress.org/browser/trunk?rev=7135 >From there if you click Zip Archive you would have got the stale version.
