The distinction was introduced 10/10/04: http://trac.wordpress.org/changeset/1768 (Remember saxmatt?) Removing the distinction would hurt usability. In WordPress, a username is not a secret. In many themes it can be found by browsing. If you are treating your username as a secret and using a weak password...
