It started when I downgraded the wp-admin.css to trunk-r7945 from
trunk-r7987 cause I was having a problem with the theme thumbnails
all piled on top of it in the latest trunk wp-admin.css.
Not sure which problem is worse.
That popup has display:none; in the newer wp-admin.css. Just add it
to the old one.
