I have experienced this issue as well. The Win32 Apache in my development machine log shows this line:
[Wed Jul 30 22:16:38 2008] [error] [client 127.0.0.1] PHP Fatal error: Maximum execution time of 30 seconds exceeded in C:\\WeAreON\\dailydooh.com\\htdocs\\wp-includes\\update.php on line 144 It might well be a red herring, but my script died inside wp_update_plugins(), the function that checks plugin versions against the latest versions hosted on WordPress.org. Can anybody else confirm my impression that when this issue occurs, it's normally at the beginning of a day, and all further attempts to get admin pages are OK?
