(Not quoting:) If so then it should be removed for 2.7 if it's going to
be non-functional. No need to confuse users more than necessary with
non-functioning items.

I think the plan is for 2.8 allow the the admin area to be customized
with different css inside the "theme" package. But don't quote me on
that. :)
