Could those with suexec environments which are affected by this, Give this
patch a try?

If it fails, Could you define the constants in your wp-config.php file to
what they should be, and give it a try, See if that solves it for you.
I dont have a suexec server setup right now, So i cant test it.

Indeed its a bit late in the release cycle before someone actually
raised
the issue.. It should've been a rather large issue for the plugin
upgrader
too.
We always had the problem with the automatic upgrade plugin but we
encourage
italian users not to use that plugin because it break the permissions :-)
It's difficult for us to say to all italian wordpress users "Don't use
the
automatic upgrade that you find in the core of wordpress" :-)
