Hmm. The only thing I can think of is the Role Manager plugin which you can
get here:

It is used for doing setting up advanced permissions within WordPress, I
don't know if it's what you're looking for, but hopefully it'll be of some
help.

I'm not sure if it can be used to set up page limited access. I know that
making someone a contibutor allows creation, and edit of posts but they have
to publish for review. I'm not sure if the same applies for pages though.
