Diffing the wp-admin/includes/file.php against 2.8 and 2.8.1, very
little has changed on 2.8.2. In fact, nothing in that portion of the
code was modified. Based on the warning, it looks like a permissions issue.
If this is a continued problem, let me know, and I can dig deeper as it
may have been an issue present in previous versions but revealed in 2.8.2.
