Did you check the file permissions to ensure that the file could be
modified by the webserver?

I got some problem with "Edit Themes"
I couldn't edit styleseet.
I could edit other PHP files,
I was gread up to version (2.9-rare) today with WordPress Beta Tester plugin.
I got This problem 2of my sites,
I was try other Themes but got same problem.
error said "Sorry, that file cannot be edited."
tried change that filesPermission,but not fixed
I never got this problem even use version 2.9
