If the reason for creating those Twitter lists is to enable "direct and
quick communication" (Honey's words), I might ask what is it about email
that *doesn't* already enable that?

Few reasons to prefer twitter over general emails:

1.We don't often check the emails but we usually connected with the twitter
via web and mobile.
2.General emails are cluttered in the mail box and not much indexable. This
is the reason why we get the mails like "where to download the nightly
builds" and "how to check the compatibility of plugins". At least we can
tweet about the simple issues and within a short span of time we can get
possible solutions.

Get a better mail client. If you're willing to use a specific purpose application for short messages (twitter) then use a decent email client which supports what you want.
Mine does:
 * Allowsme access from no matter where i am (Google Apps)
 * Deliveres to my phone when i want access
* Filters email into mailing list folders ( Ok, Thats Operas doing, but i have similar filter on google apps for all wordpress related stuff)
 * notifies me when someone posts a message
 * Allows simple reply straight from my desktop, phone, or remote PC.

To all you twitter fans: There are uses for it (apparantly) but many people do not care to update everyone else every moment of the day, and if they have a question, are more than likely willing to wait the 2~15mins it takes for a quick email/reply.

If people want to have WordPress testing discussions on twitter, Go for it, But please, Lets not clutter this mailing list with related crap, This list is for testing wordpress, lets leave it that way and focus on helping new testers rather than just splintering things and making it more complicated than it has to.
