The dev blog post you're quoting is close to what we implemented, but not
quite. It's now a distinctive two-step process.
First step -- install WordPress as you would normally.
Second step -- upgrade to a Network.
To do the second step, add define('WP_ALLOW_MULTISITE', true); to your
wp-config.php file. This will enable a menu at Tools > Network in wp-admin.
Follow the steps and create a network.
